Director Vance informs Gibbs Madame Z has resurfaced using one of her aliases...Madame Zinnia. It appears the shady lady will be a passenger on The Hittyville Queen's Valentine's Day Cruise.
Gibbs is on it. Even though there are no warrants for Madame Z's arrest at this time, this master criminal mind must be monitored whenever she surfaces.
There must be an art or jewel heist in the works.
Gibbs will make sure Madame Z is watched during the cruise.
Director Vance reminds Gibbs he will have to use someone outside of PCIS because Madame Z is familiar with all of their agents.
